The Southern Kentucky GIS User's Group was formally established with the adoption of a charter in March of 1998.  The Group was formed to provide a forum for discussion of common issues and to heighten the awareness of data sources and collection efforts within the GIS community in Southern Kentucky.  Anyone with an interest in GIS and related technologies is invited to participate.

CHARTER

Article I - Title

The Name of this organization shall be the Southern Kentucky GIS User's Group.

Article II – Objectives

The objectives of the Group are to:

  • Provide a forum for the exchange of knowledge, techniques, and data among users of GIS technology.
  • Maintain communication channels concerning the use of GIS and its future development.
  • Publish and distribute bulletins and newsletters for users on pertinent topics.

 

Article III - Officers

  • President - runs meetings, established ad hoc committees, maintains list of voting members, and appoints temporary officers until vacancies can be filled by electoral procedures.
  • President Elect - oversees ad hoc committees and acts in the absence of the president.
  • Historian - takes minutes at meetings and maintains member sign ins.

 

Article IV - Election of Officers

  • Officers will be elected annually by secret ballot.
  • Elections will be held in the late fall meeting.
  • Newly elected officers will take office during the first meeting of the new year.
  • Nominations of Officers will be open one meeting prior to the meeting in which elections are held.
  • Elections of officers will proceed in order as follows:  President Elect, Historian.
  • All offices must be decided by a majority of the voting members present at the meeting in which elections are held.  The president or acting president will not vote except under tie breaking circumstances.  If a majority is not reached among more than two candidates, the nominee with the least votes will be dropped and a re-vote will be held for the remaining two candidates. In the case of a tie between the top two nominees, a re-vote will be held.  If no majority is reached after two re-votes, the president will cast the deciding vote.

 

Article V – Meetings


The Group will meet quarterly.

Article VI – Committees

Standing or ad hoc committees will be established by the president.

Article VII – Amendments

Proposed amendments to the Charter must be submitted in writing to the president by the proponent(s).  The amendment will be read during the meeting in which it is submitted.  A vote on the proposed amendment will be held at the following meeting after a majority of voting members consent to close discussion on the amendment.  Adoption of any proposed amendment shall require agreement by two thirds of the voting members in attendance.

Article VIII – Membership

Voting Member - A person shall be considered a voting member if they have attended at least one other meeting within the past year and have paid membership dues (if any).  Attendance will be documented by the historian in order to maintain a registry of voting members.
Non-voting Member - A non-voting member is any person present at a meeting who has not attended any meetings during the past year or who has not paid membership dues (if any).  Non-voting members may speak and voice opinions but may not make motions or cast votes.

Article IX - Membership Dues

The decision to require or not require dues and the amount of dues will be decided by majority vote during the first meeting of each new year.  Discussion and majority vote is required prior to any expenditure of Group funds.

MEETINGS in 2005

Meetings in 2005 will be held quarterly at 1:00 pm (unless otherwise noted) on the dates listed below. Member organizations host meetings on a voluntary basis. A typical agenda might consist of discussion of Group business, guest speaker presentation, open discussion, and a tour of the host organization's GIS facilities.
